9.30am. You can buy an off peak travelcard in a newsagents or ticket agent etc. before 9.30am but it is not valid for travel before that time.

And the times are not 9.30-5, it is AFTER 9.30am -not sure when the cut off time is, but it used to be about 4.00am.

0930 hrs until the last train of the day in the small hours of the following morning. In my exerience you can only buy the ticket about 5 minutes before 0930 hrs and will get charged for peak before that.
