Default how can i upgrade from economy to first class when my travel agent isnt ready to do so?

and hes giving stupid excuses which arent valid... my fathers medical condition is such that he needs first class seat in the airplane...can i sue this travel agent ? what are my consumer rights in this case?

Perhaps there are no seats in 1st on the flight in question. Also, you haven't said whether you are expecting to pay for the upgrade. Medical conditions notwithstanding, first class costs money, and airlines won't give away a first class seat for an economy fare. Maybe they don't have first class on that route. Without more information from you, it's pretty hard to tell.

With respect, the travel agents have access to more information than you do. That's why you pay them for a service - otherwise you'd be doing it yourself. In point of fact, I'm not sure why you aren't - for most airlines, it's cheaper to speak to them direct.

You don't have a right to an upgrade, only the airline can do it.

If he needs a first class seat he should buy a first class ticket and claim off his insurance.

If you need first class, why didn't you just buy it to start with? You can't complain about this, it is totally your fault!

You have the right to BUY a first class ticket.

The travel agent has the right to refuse service to you.
