Yes they can.

You can just ask for a child ticket.
or pay adult fee?
or whatever
or just buy it from the machine if you feel to conscious.
but any age within reason can travel on a train :)

Of course !!
I don't know how old you have to be, but 15 you certainly can.
You must be 13 to travel alone on aeroplanes.

In the UK, children aged 5-15 can travel alone on trains. (Many children in Britain travel by train to school every day, so it would be very inconvenient if they all had to be accompanied by adults.)

From the age of 16 upwards, you're classed as an adult and have to pay full fare.
