She also had to wait for NASA to change their policies on women astronauts. "Let's put a stop to this - NOW!" is not exactly the best way to recruit women.

It wasn't out of the goodness of NASA's heart. Nixon signed legislation requiring equal employment opportunity in all federal government agencies, including NASA.
