I'm not clear what you mean by "residence"
If you hold a Romanian passport then you are free to travel as a tourist to other EU countries already

If you are a foreign national living in Romania, then if & when Romania formally enter the Schengen zone, then you will be able to travel within the Schengen zone yes, but a residence permit in Romania does not automatically entitle you to live/work in any of the other Schengen states, it only applies to Romania (my husband is non-EU and holds a indefinate residents permit here in the Netherlands)
