Yes you can. the worst time is actually when winter turns into spring, when the rains can make the local rivers swell and can leave you isolated inside the national park for days.

Best time to go is between October and April.

You can travel anytime. Just remember that you can see the four seasons in a single day, so any day the weather may be bad.

Not to easy to get to. If driving I suggest staying overnight in Rio Gallegos, then a full day at the park and overnight again before returning to Punta Arenas, which is worth a day
