do the atlantic and pacific oceans meet... if so what is it called?

Cape Horn and also in the Straits of Magellan.

At the top, it's the artic ocean.

At the middle, it's the Panama Canal.

At the bottom, it's Tierra del Fuego, or the Southern Ocean.

At the Panama Canal indirectly and the southern most tip of Africa directly. The confluence. The Southern most tip of South America goes into the Antarctic Ocean.
