Please help! Customs charges on parcel from USA to UK containing travelling clothes!?

I'm travelling around the world at the moment and every so often have sent back clothes or goods to the uk to my sister to hold onto until I return.I recently sent home my last parcel from the usa which has a lot of my clothes and a few gifts from fiji in it. My sister has been contacted by parcel force who have said that she has to pay 120 pounds by customs for the parcel. How can this be? The declaration on the form for insurance purposes was $600 (the cost of replacing my clothes had they gone missing- advised by the post office clerk in the usa to do this!!) My sister has tried contacting parcel force who will not release the parcel until the money is paid. Customs apparently do not have anything to do with the parcel once it has left them.I have had no problems with any other parcels sent from around the world!! Is it possible to query this charge? I am not back in the uk until March 2010!!

When I get parcels from the USA, Parcel Force always send an invoice which includes customs duty and their admin charge.
Anything coming from the US will have VAT added by customs plus there may be additional import duties and this is collected by Parcel Force. This is calculated on the cost of the items which you have declared at $600 plus postage.
If you do not pay then Parcel Force will return the parcel to customs who will dispose of it through their normal channels. They will not deliver without payment being made.
