No, why would they, this is your job to make sure you are legally accepted into the states. Why would it be the travel agents fault. If you have done something illegal that you feel you will not be allowed in, check into it before you book it with the travel agent.

No, I think you'll find somewhere in the paperwork a disclaimer about this. Most travel agents include one. Travel agents have no part in the visa applications process and it is your personal responsibility to wnsure you have the correct documentation before travelling.

Do you have travel insurance? Probably not, so no...they wouldn't reimburse you your money. Why don't you wait until you know for sure that you are refused and then make your travel arrangements. Making arrangements prior to knowing you'll be refused or accepted is risking your money.

No, no travel agent can guarantee your entry to another country, their job is to arrange your holiday, even if they arrange a visa as part of the package it is still down to the Immigration authorities whether or not they allow you to enter the country - although you could investigate if the possibility can be covered by travel insurance.
