Shouldn't other countries practice rendition on USA criminals like Bush traveling in Africa?

Rendition is when the country kidnaps suspects and tortures a confession from the kidnapped suspect, then sentences the suspect absent clear claims of hte crime, or representation to defend against the claims. So far, Israel and the USA are known to practice this method of international crime, up to and including execution of the kidnapped victims...
