Are you visiting or planning on moving here? There are specifics for either reason. If visiting, no. If moving, then are you doing so legally? If not, then forget it. Perhaps our government website can be of more help. Just type in Government of Canada into the Yahoo search engine and you will be given the site address where all your questions will be answered.

Since you are not a full US Citizen you may have to require a visa depending on what country you are a citizen of. I have a list of countries who need visa to enter canada. The law change pertains to US citzens where they require a passport and really pertains to getting back into the US and not entering canada. So if you want to enter canada or mexico for that reason you need your passport of your home country, and your green card so you can get back into the US.
