Yes, they do. There is a first passport that is valid from 0 to 3 years of age, then after that they are good for 5 years each.
All children under 16 years of age must hold a valid passport, but it is the parent who applies on behalf of the child. The signature of both parents is required, unless there is a valid custody order allowing one parent to obtain a passport without the other's consent. In every other case, both parents must participate.
Children 16 years and older apply for their own passport, as adults.

Applying for a passport by mail is still very slow, expect to wait about three months. If you apply in person, you can expect to receive your passport in the mail within three weeks. It can be ready for pick-up for an additional $10. fee.
Rush passports can be prepared in 1 to 3 days but it costs several hundred dollars.
