The pardon is not a one from the governor of the state in which he lives. He is speaking of a pardon from the government of Canada, although I've never heard it called that. I also was told that it cost much more than $1000 ($3200 to be exact), and is necessary for a convicted US felon in Canada, unless that felon is curious about the view fromthe inside of a Canadian prison. The passport thing, he does not need a passport to get into Canada, he needs it to get back into the states, and now not 2010.
I don't see scam here. Where did the asker mention that his friend was asking for the money.
Asker, you can just as easily get into the states from Canada. Just drive across into Detroit from Windsor. Europeans coming in all the time that way. Unless you are from Arabic descent, there should be no problem. If you are Arabic, I aplogize for the jack-booted thugs at the border--they do profile.
