The US citizen who has criminal record travelling to Canada?

OK, I talk to this guy, He is a US citizen. I live in Europe, we want to meet in Canada - since I can go there pretty easy.
He says that he need some kind of pardon to get to Canada from US and it would cost him 1000$ to get it.
He also claims, that he wont need a passport to travel to Canada before 2010, so basically that means all he needs is a pardon and nottin else.
Is it true? can anyone tell me, what is the standard procedure of US citizen with criminal record to enter the Canada?
He had a criminal record on drug trafficing when he was 18. Only this one.
He didnt ask me for any money, he just said that he paid it, thats it .

Try to meet him in the US, it sounds like a scam, you might not even like him when you meet him.

Don't give him the money for this - its his responsibility to get his own waiver.

How fo you know that is the only crime? did you run a background check?

The pardon is not a one from the governor of the state in which he lives. He is speaking of a pardon from the government of Canada, although I've never heard it called that. I also was told that it cost much more than $1000 ($3200 to be exact), and is necessary for a convicted US felon in Canada, unless that felon is curious about the view fromthe inside of a Canadian prison. The passport thing, he does not need a passport to get into Canada, he needs it to get back into the states, and now not 2010.

I don't see scam here. Where did the asker mention that his friend was asking for the money.

Asker, you can just as easily get into the states from Canada. Just drive across into Detroit from Windsor. Europeans coming in all the time that way. Unless you are from Arabic descent, there should be no problem. If you are Arabic, I aplogize for the jack-booted thugs at the border--they do profile.
