Travellers crossing the border by land or sea require a government issued photo ID such as a drivers license and a birth certificate. If you were not born in the US but are a US citizen then you should bring your citizenship card as well. If you plan on travelling by air then you will require a passport. If you are too young to have a drivers license or other form of ID and are travelling with you parents then a birth certificate will probably be sufficient. I would reconfirm this before travelling however and, if you have any type of photo ID, bring it.
The rules were to have changed in January to require a passport for all travel, then they were postponed until July, 2008 and, as of now, they have been postponed further until sometime in 2009.
