Niagara Air Bus - $74 one way or $122 round trip. They travel back and forth over the border several times a day, so there would probably be less hassle than if you took a cab.

If you are travelling by yourself, it is better to take the Niagara Airbus as suggested above. They charge per person.

If you are travelling in a group of 2+ people, then take a taxi, that is the cheapest rate you'll find. They charge $75 for the *car*, which would fit up to 4 people plus luggage. Yes, they'll drive you over the border and straight to your hotel, for that flat rate.
