Where can you get travel / medical insurance (to travel to Canada) from Egypt (specifically Nasr City, Cairo)?

I have a friend who lives in Nasr City, Cairo, Egypt who'd like to visit me, however they require a Temporary Residence Visa to come into Canada. My friend was told by the people that accept the applications that they require medical insurance, which I assume is the same or similar to travel insurance that we get when travelling abroad (like Blue Cross).

My friend's tried calling every single insurance place in the yellow pages and none of them deal with private individuals. Does anyone have any advice on how my friend can get some legitimate travel medical insurance that the Canadian embassey in Cairo will accept?

Usually, travel companies offer travel insurance for a small fee. Check with the travel agency that your friend will be using to purchase their traveling tickets.
