hello, i happen to come from the philippines and am also a tour guide. the best and cheapest flight would of course depend from where you're coming from. so i guess you will come from singapore since your question has been posted here in the singapore page. direct flights from shangi airport to davao and cebu with silk air is available. but if you want it cheaper, i would suggest you will take one of the philippine airlines like PAL philippine airlines, asian spirit, cebu pacific or air philippines. if you have questions about the philippines, you are welcome to direct them to me.
