Default which countries do people who live in speak in English in the eastern europe.?

which countries do people who live in speak in English in the eastern europe.
I mean pepole in which countries of eastern europe use english as they mother language or communication tools. And the publication of these countries use english too.

The only one I know of, is Kosovo, but I don't think it can be called an independent country yet.
Time will tell if it truly, honestly becomes a real country or stays as part of Serbia.

Kosovo's provisional government unilaterally declared independence from Serbia on 17 February 2008, that is to say, 5 days ago.

Now I see what you wanted to know but I couldn't understand your question at first.
Eastern Europe was part of the Soviet Union so Russian was their second language. I'm not aware any of those Eastern European countries use English in the way you suggest.

None use it as a mother tongue. Just look at a language map.
Almost all use it as a tool for communication with foreigners. I remember crossing the border from Russia to Estonia. The border guard in Estonia had an identification tag on his jacket pocket. It said 'Border Guard' in English and only in English. Not in Estonian, not in Russian either despite fifty years of Soviet occupation.

English is not a native language for any Eastern European country (except English speaking immigrants of course).
BTW, not all of Eastern Europe was part of the Soviet Union.

Europeans have their own languages. So do other (non-European ) countries. The only countries which speak English are the ones which were colonies of the British Empire.
