The only one I know of, is Kosovo, but I don't think it can be called an independent country yet.
Time will tell if it truly, honestly becomes a real country or stays as part of Serbia. Kosovo's provisional government unilaterally declared independence from Serbia on 17 February 2008, that is to say, 5 days ago. .... Now I see what you wanted to know but I couldn't understand your question at first. Eastern Europe was part of the Soviet Union so Russian was their second language. I'm not aware any of those Eastern European countries use English in the way you suggest. |

None use it as a mother tongue. Just look at a language map.
Almost all use it as a tool for communication with foreigners. I remember crossing the border from Russia to Estonia. The border guard in Estonia had an identification tag on his jacket pocket. It said 'Border Guard' in English and only in English. Not in Estonian, not in Russian either despite fifty years of Soviet occupation. Long live Eesti! |
