Yes and no. The main territory is pretty safe: some areas are safe to live, most are mostly safe, i.e. safe until you don't stay there for several weeks or monthes. However, some areas are still dangerous even to enter. So, if you are there with a guided tour you are safe - you will visit only those areas, which are safe enough. On the other side, if you will manage to sneak into the Zone and stalk here and there you might avoid dangers or may occasionaly get a high radiation dose with all the unpleasant consequences.
