you have 2 options:

1) go to your bell hop, and ask if they can find out the cheapest flight from Shanghai to HK. They usually know several travel agents and can give you some good deals. I flew from Shanghai to Guangzhou for about 900RMB.

2) The cheapest is to go to the airport and shop around. Prices change depending on time and demand. But you will get the best deals here as there is no middle man. I flew from Shanghai to GZ for about 600RMB.

Guangzhou is close to HK, so I am expecting the price to be similar.
