It is a foreign country, and any foreign country traveled to by air requires a passport.

On January 1, 2008, the passport requirement will also be extended to all sea and land border crossings

In February 2008, if you are a US citizen traveling by boat to the Bahamas from a US port, you do not need a passport.

You do, however, need a certified copy of your birth certificate and a government issued photo ID.

The requirements for passports have been extended for travel by sea until Summer 2008.

No-not yet, but why not?--Get it you are eventually going to need one. Only coming into USA by flight is now needed
