Your dual citizenship has no relationship to the need for a passport. Passports for LAND and SEA travel to and from Mexico and Canada will be needed after SUMMER 2008. See website below and read the top half of the page carefully for the CURRENT info.If your cruise is BEFORE summer of 2008, you need to check with your cruise line. Some cruise lines require passengers to have passports even tho the law does not yet require it.

You can issue your mexican passport and enter Mexico that way. If not, entering the country in my experience is actually easier with a US passport than a mexican one; if it's too much of a hassle, just issue a US passport since you're going to need it anyways to re-enter to USA.

Remember though that you can't participate in political events as a foreign tourist. However, given you have mexican citizenship, even if you did enter a rally or something, they wouldn't be able to deport you. Haha.
