You can undoubtably find lots of folks willing to offer amazing deals on real estate in places that you will not be able to go see in person. You don't even need to go to Central or South America. There is swampland in Florida and desert land in Southern California that are "great deals", as long as you don't actually want to see or use the property.
Remember that talk is cheap, and once they have your money, all those guarantees are worth almost as much as the paper they may (or may not) be printed on.
If you actually want to invest in property in other countries, your first step is to visit the country and look at the property. In person.
Then deal with reputable firms in that country in evaluating the property and making any offers. Make sure that the laws in that country allow you to own property as a non-citizen.
There are no shortcuts, and if anyone tells you otherwise, make sure you check your wallet after you shake their hand.
Of course, the fast-buck operators and ripoff artists will make the best sounding claims, and will promise you the moon and the stars. They may have fancy brochures and impressive sounding titles.
