Well if you're a tourist you shouldn't have any problems in any latinamerican country. But I have to say that racism does occur among latinamerican citizens, although in a very different way from the US. For example, in Colombia, if you're black, probably no one will shout slurs at you, or deny access to public places to you, but in terms of job and education oportunities, colombian black people have had historically less chances of success compared to non-black people (there's really no such thing as white people in colombia). That mostly happens because in the average colombian-citizen's mind, black people are historically linked to poberty. For example, the majority of the population in the Choco region (pacific coast) are black, and it's one of the areas in Colombia which has very little access to basic education and health services, and poberty levels are very high there (which is why sometimes, people from the pacific coast are seen as dangeous in the main cities).

And that's why black tourists aren't any different from any other tourists (as long as you're not latinamerican), since in latinamerica, the word "tourist" is usually linked to the word "money", which is why you'll be respected anywhere you go. Sad, but true.
