I am from Costa Rica, but I know where you can look. Birth certificates are filed in the "Registro Civil" which is part of the Alcaldia. When a child is born, the hospital enters the birth into the records and emits some kind of certificate with which you can process a birth cerficate at the "Registro Civil". The cost is $25.
Excerpt from the law regarding this:
"Actualmente en los hospitales Materno-infantiles se realizan las inscripciones de recién nacidos cuyos datos son incorporados al sistema del registro Civil de la Municipalidad, donde posteriormente el interesado podrá tramitar el correspondiente certificado de nacimiento."
