Birth certificate AND a piece of government-issued photo ID such as driver's licence or passport. Any travel agency or Mexico Tourism website has detailed current info. Note: there are several pockets of drug-related violence in parts of Mexico, even Cancun, so check out where you are going first.

Definatley a passport. You almost need one just to go to the states!

Freebird is right.. You don't need a passport but I would highly recommend one. Eventually you're going to need one to travel to all countries so I would recommend getting one anyways.
