Hi Barbara...consider contacting US Customs and Border Control: http://www.cbp.gov/xp/cgov/travel/alerts/travel_alerts/cbp_reqs_mexico.xml
According to their website certain animals are not allowed into Mexico nor be able to return to the US.
What if you wish to bring to México an animal of a different species (other than cats or dogs), such as reptiles, birds, ferrets, turtles, rabbits, etc. To bring these types of pets, for sanitary reasons, it is required to comply with special requirements. To obtain in writing those requirements you should contact directly one of the Regional offices of the Mexican Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food in Mexico (SAGARPA, for its name in Spanish), or the Animal Health Information Booth in Mexico City, located at Calle San Lorenzo No. 1151, Planta Baja, Col. Santa Cruz Atoyac, Del. Benito Juárez, C.P. 03310 en México, D.F. You may also enquire directly by phone at 91 83 10 00, extensions 33979 and 33964.
The information can also be obtained at the following web site: http://senasicaw.senasica.sagarpa.gob.mx/hoja.asp
