I live on east coast so have no idea. All I can tell you is NEVER drink the water and don't get ice in your drink as it is made from the same water.

Only use bottled water that you open/crack seal on yourself.

good luck and have fun.

What you would want to do is go to San Diego. They have very reasonably-priced hotels, and lots of them, because of all the military there. You wouldn't want to drive in Tijuana, because it takes forever to get across the border that way. It's only about 10 miles from San Diego, and it's also very confusing and hard to drive in San Diego. All the hotels have shuttles that can take you any place you want to go including to the border. Then you can just walk across the border to Tijuana. It takes less time that way. Have fun!

This all depends on how close is your visit to southern California. If around San Diego or National City then, by all means, visit but remember a standard sense of security while you are there and your trip will be more enjoyable. Driving from L. A. may be too much unless you plan on staying overnight. Your visit must include shopping at the many tourist trinket shops-- take all day. Bottled water is a good item to take with you.
It is as costly a visit as you want to make it.

Don't drink the water and carry your own toilet paper--just in case!

Unless you wish to travel south to Rosarito or Ensenada, park on the US side and walk across the bridge. Lots of good shopping in the Downtown area, art galleries, cantinas and restaurants. The old cemetery is worth a visit. It appears the information on Mexican water is about 30 years old. Mexico is number two in bottled water consumption in the world, first the US and third, Japan. No worries about the ice either. Just some spurious notions among the less traveled.
