it should have been issued by the state she was born in.

Well, wait for the birth certificate or contact the vital records bureau in your county. Then apply for a passport for her...when those two things come..book your trip.

go to the municipal office of the town in which she was born. It would be filed there. There is usually a small fee.

I have a 3 week old baby as well , I just got here birth certificate in the mail , last friday ... It might take a little while longer ..

When my twins were born, I had to fill out the form in the hospital where my wife delivered. I received the birth certificate about 6 weeks later. The Caribbean is beautiful. If you are not traveling with baby's father, be sure and check whether you need a notarized letter approving your taking her out of the country.

Are you sure you want to travel to the caribbean before baby has all their vaccinations. I don't know where your going, but some islands are pretty dirty. Lots of foreign travelers from all over the world.

It's your call, but I wouldn't do it yet.
