Is Tourism & Travel business worth doing in Dubai?? how much does it cost to start with it?

Planning to start a tourism and travel business, just want to know if there arent lot hurdles to start it and want to know the initial investment. I heard making LLC is more secure. can some one guide me the steps to acheive the goal?
