How can travel to Abu Dhabi, UAE for 3 nights with just $1,200 budget?

I have to visit Abu Dhabi to write CFA exam on 6th December 2008.
I need suggestions on the fflg:
- Visa processing
- Cheap return Ticket from Lagos, Nigeria to Abu Dhabi, UAE and the best time to make bookings.
- affordable hotel (3-4 nights)
- Access to internet on laptop and/or phone.

I checked out the prices for the Hilton Hotel in Abu Dhabi for December. USD 170 per night.

I do not know if the Hilton has Internet access (doubt it) but there are enough internet cafes in the city. I take it for granted that every hotel room has a phone, but international calls made from a hotel room are kinda costly. On the other hand, calls from land line to land line within Abu Dhabi are free.

Visa: if your visa is not provided by the CFA Institution, you have to obtain a tourist visa through the hotel or the travel agency. A tourist visa costs Dhs 100 + Dhs 10 delivery and is valid for 30 days. You need to hold a copy of it when you board in Nigeria and will receive the original at the Immigration desk at the Airport. Some hotels waive the visa fees when booking on line.

For the cheapest tickets please check out on line different Airlines and travel agencies. The cheapest flight might be with Qatar airlines for USD 895.
