There are tons of hotels in Bangkok that meet that criteria. It just depends on what area you want to stay in. Many people like Khao San road as they have a lot of cheap guest houses. Myself, I'm not a huge fan of the backpacker's haven. I mean, it's nice to visit but sort of a rowdy place to stay.

I've found some really nice, inexpensive, guest houses and hotels by the MBK (a huge shopping center). There's a small lane across from the MBK called Kasem San Soi 1. There you'll find the Reno hotel which runs about 800-1,000 baht (includes breakfast). Nice size rooms, air con, TV, fridge etc. It also has a pool and a nice little restaurant.
There's White Lodge Guest House. Very cheap (400-500 baht) AC, but not TV or fridge. A little further down the lane is The Wendy House. I think it's 900 baht/night which does include a nice breakfast. It has a internet shop, a small restaurant and TV's in the room.

There are many other comparable guest houses along the lane. I enjoy this locations because it's next to the Skytrain (National Stadium stop), the MBK, and Siam Square which is a great place to walk and shop at. It's more quiet than the guest houses along in the night spots, but it's only a couple stops on the Skytrain away.

Anyway, just one are out of many. Again, I guess it depends on what you're looking for, but I personally enjoy this area. Good luck.

Asia Hotel is good but not really cheap.Abt 2000 baht per night.

There are lots and lots and LOTS of hotels in BKK.
"Cheap" is relative to what you can afford. Reasonably priced ones that I have used are very decent and have room service.

There are plenty of websites that can help you.
The one I used a number of times and quite good for comparison is http://bangkok.sawadee.com/

The site where they list the hotels also has a page of reviews by people who have been to THAT hotel. It is rather good as it is certainly NOT partial. There are both good AND bad reviews - you just need to read between the line and see whether it is a genuine complaints or just people expecting too much for what they are paying.

Most hotels in Thailand are safe, actually. As for cheap and good, look at this website and read the reviews and choose yourself: http://www.aiarooms.com

p.s. personally, I recommend "First Hotel"... reasonable price and good location for shopping...

There's many, and not all can be found on the internet easily. This site has the best hotel prices on the internet:

But if you're looking for cheap guesthouse/hostel type places, go to Khao San Rd. where you can get rooms for 100/200/300 baht per night. Another cheap hotel I like even though it's not that great is Nasa Vegas Hotel. http://www.nasavegashotel.com/
