There are many good 3 star hotels to choose from. Do you know which part of Bangkok you want to stay ? If you can tell us which area then we can help with some specific hotel ideas.
Rates should be low in August.
Admiral Suites, St.James, but there are so many. Do you want to be near the river ? Give us more of an idea.

I would suggest Siam Beverly Hotel on Ratchadapisek Road north of downtown. It is less than a 5 minute walk to the subway station and 20 minutes by subway and skytrain to the Pratunam area. It is quite safe area and one of the few hotels near easy transportation. You can read the reviews on the following link

http://www.asiarooms.com/thailand/bangkok/siam_beverly.html

There are a number of restaurants near there, mostly across the street. The Huay Khwang night market a block away. I sometimes stay across the street at the Emerald Hotel which is a 4 star hotel. I tried to stay at the Siam Beverly during my last visit in November but, it was fully booked.

There is a 7-11 across the street behind the Emerald Hotel. The Fortune Mall is 2 stops away on the subway. I would buy a 100 baht card for the subway. Each station that you pass costs like 6-8 baht. You can also buy a day pass for the skytrain for 100 baht. Each skytrain station you pass can cost around 8-10 baht but, you can ride along the whole line.

Lad Prao Central Mall is north of there and it is a really nice mall within walking distance of the subway station near there.

Check out the other hotels on www.asiarooms.com or www.sawadee.com but, I compared them recently and asiarooms was consistently lower.

Good luck

You can check out the ASIA HOTEL. The Asia Hotel is in a relatively "bar free" area and also close to shopping on Phetchaburi Road.

The Asia Hotel has the Skytrain right at their door step. The Skytrain is an overhead rapid transportation service that can take you to many places in Bangkok quick and easy.

Any hotel you get consider having a close proximity to the Skytrain as an asset!

Good luck.
