I come from Melbourne, and when we have overseas visitors, we usually take them for a stroll around the city (there's plenty of things to do), Philip Island to see the penguins, and the Dandenong Ranges for a bit of sightseeing.
Other good places are The Great Ocean Road & Sovereign Hill.
Don't know about cheapest places to eat though. You'll find the normal fast food chains (e.g. McDonald's) easily enough. When I'm in the city, I like to eat at the Crown King's buffet.

Oh, for cheap stuff go to the Victoria Market. They have lots of stuff!

I don't know about Sydney or Tasmania, but an excellent place for food and shopping. For eating there some places that you can eat as much as you like between ten and fifteen dollars. At Crown Casino there is Kings, and it has a good variety of meals. If you don't want to eat big, there is always the Asian Restaurants that you can have a good meal for under ten dollars. I can recommend the places at the QV centre.

Melbourne has a host of places where you can get good cheap clothing and other stuff, at very reasonable prices.

As for staying somewhere, I am not familar with the prices of hotels etc, because I have my own home. However, why don't you try and see them at the youth hostels office, they might be able to advise you of good places to stay that are reasonable.
