Check out which airlines fly from Australia to Penang, then check prices of those airlines. (I wouldn't know which is cheapest)
My family booked flights from Auckland to Brisbane with Royal Brunei who were by far the cheapest (by $100 dollars). We found this in the newspaper and it is also a very unknown airline here.
Look in your city newspaper for specials.

I would try Asiana Airlines. It travels there, plus its a Star Alliance associate.

Try Expedia just to get a sense of which airlines fly from PEN. Valuair does not fly from Malaysia (flies from Singapore) ... and I think it just flies SIN/Perth. Depending on when you're looking at going, wait until mid September for the MATTA fair for great deals on major airlines (tickets are usually valid until end December). You'll probably have to transit KL.

I saw a press ad the other day - Singapore airlines are promoting some reduced fares for a few destinations. Check their website.
