I'd say you have a slim chance of getting accepted because....
A) Your class ranking isn't good. If you want to get in from out-of-state, you really need to be in at least the Top 10%. There are tons of kids in Texas who are Top 11% who get rejected with higher GPAs and better class ranks than what you have. UT isn't going to accept a person with worse stats from out-of-state.
B) Your ACT score isn't that good either. I'd say with your poor class rank, you should try as hard as possible to get at least a 30 on the ACT, but even that might not be good enough.
C) People continually underestimate how hard it is to get into UT from out-of-state. UT isn't exactly an out-of-state friendly school. The out-of-state acceptance rate is around 25%, where as the overall acceptance rate for the university is around 50%. The out-of-state population of UT is somewhere in the range of 6-8%.
Also, since UT is having to accept more and more auto-admits because of the Top 10% Law (around 80% for the freshmen class of 2008), the competition for the remaining spots is becoming harder and harder each year, especially for out-of-staters.
In the end, all you really can do is try to increase your GPA and ACT scores, and work extra hard on your essays.
