legally you can, but i would never trust those people with checked in luggage. A few months back, my mate lost her whole rucksack on our way to Zambia, so this made her trip very difficult and even more expensive! and it's so hard to claim for lost luggage on your insurance cause you have to have a police report and receipts of all the stuff you claim to have lost... not really worth the risk!
