When you are traveling with a pet, you have to remember there are many restrictions. since it is a small dog you should be able to take it with you inside the cabin. I would imagine that if you are traveling through ATL then you are traveling with Delta. what you would need to do prior to purchasing your ticket would call Delta directly and determine if they have sold their space for a traveling pet. depending on the time of year and the size of the pet the will have different availability, and you would have to pay a fee to carry the pet with you.
Now getting a hold of Delta is the hard part, since almost all of their call centers are in India it is a struggle to get someone knowledgeable, a wonderful trick is to ask for the INTERNATIONAL desk, that will get you to someone in america. or you can alway just go the the phily airport and speak with a Delta rep there.
I have been working in the travel industry as a supervisor, for quite sometime now, and always having to fix peoples mistakes... so I have much experience with people traveling with their pets.
