Temporary Travel Flexibility for United States Citizens Air Environment?

Bush Administration has announced that people who applied for their passport but has not gotten theirs yet can travel to neighboring countries providing state government issued id and a State Department receipt stating that you have filled out an application for a passport.

Does anybody know that this announcement applies to non-U.S. citizens??? I need an answer A.S.A.P.

If you are non-citizen, what do you care about??
You came in US with a passport anyway and if you need one or renew one, you should go to your consulat/embassy for this.
