What are the new rules when traveling by air?

I know they loosened the restrictions and I did read up on the changes but am still confused. Can some clarify? Can I bring liquids in my check in baggage? Can I bring any luggage as a carry on, or just my purse?

In the USA you are allowed to bring 1 qt size zip top bag with 3oz or smaller containers of liquid. You are allowed 1 carry on bag and 1 personal item such as a purse (the UK liquids about the same 100ml but only 1 bag period)

"You must you a QUART size zip-top bag.
I bought "Hefty OneZip Travel Bags" from the one dollar section of Walmart. It contained 7 bags. & On the container itself it says "Meets Airport Security Guidelines"
Get everything together ahead of time into that bag. Also double check that your items in the bag are actually 3 oz or less.

If your luggage fits as a carry on you can bring it on the plane (it fits in over head compartment or under the seat in front of you---varies by airline). If you are unsure if your bag will fit, check your airline's website and look for the measurements.
