Sound waves actually need a medium to travel on. In a vacuum, there is no air for the waves to travel on, so your answer is C.

Sound needs a medium through which to propagate. Sound is transferred by the vibration of molecules/atoms in a material, be solid, liquid or gas.
Since a vacuum contains no molecules/atoms then sound cannot travel through one.
