Can you purchase internastional air travel from the US before your passport arrives?

When you purchase international air travel from the US they ask for you passport number. What if your passport is applied for in plenty of time for it to arrive before the trip, but you don't yet have the number? Is there any way to buy the tickets early and get the good bargains?
