Traveling by air with an expired permit is it possible???

I'm going to be traveling to Miami next month from NY with my girlfriend, but she let her permit expire and she can't find her passport. Is it possible that she'll be able to fly with an expired permit and her birth certificate?

Airlines do accept alternative I.D. See site below for United's policy. She should also CALL her airline and ask what they will accept. She would really do well to go get a state i.d. card to have for this and other needs.
