Think about it - if it were a requirement from the USA, they wouldn't demand it in Nigeria. If it was a requirement of Nigeria then it wouldn't be specifi to the USA but rather for all countries.
It works like a scam ... nobody needs to show BTA to immigration authorities in Africa when leaving. They need to show valid passport, valid visa for destination (if applicable), and a valid plane ticket.
