Do you need a BTA to travel out of Nigeria, Africa if you are not a resident?

I have a friend and she sais she can not travel out of Nigeria because some people from the Nigerian passport place told her she would need a BTA that officers would ask her before bording the plane.

There is NO SUCH THING as a BTA. My Nigerian girlfriend has visited me several times in the recent past in the Philippines and in Germany (last time was August). She never had more than about USD 100 in her pocket.

Besides, lets be logical - if anyone would give a cr*p, it would be the immigration in the country she is going to and not the Nigerians.
